The ruling said supervisors violated the Open Meetings Act. Supervisors Josh Todd, Hank Florey and Joe Norwood voted for the appeal, while Wayman Newell and Kyle Rutledge voted against it. Several county residents voiced their concerns about the legal fees associated with the appeal at Tuesday night's meeting.

Outgoing President Josh Todd spoke On the Record Friday about the supervisors' infraction. The Mississippi Ethics Commission has ruled that supervisors: Todd, along with Wayman Newell, Hank Florey, and Kyle Rutledge violated the act while meeting with consultants on that $14 million bond issue in 2013. Todd says this is a result of the ethics commission broadening its interpretation of the law. "We got caught up in that, along with Columbus," Todd says. "The type of practice we were doing has been done ever since, probably Lauderdale County got to be a county. And what we were doing, to me, we were doing our due diligence.

Three of the four other Lauderdale County supervisors, Josh Todd (District 3), Wayman Newell (District 2) and Kyle Rutledge (District 5) have all qualified to run in the Republican primary.
